I do not know about your state, but here, you can ues a birth certificate and bills sent to your address to get a driver's license or state ID, then use that to get a SSN. I hope that helps, friend.

In this state, they don't accept birth certificates as proof of ID. You need one photo ID, and your social security card. I don't live in the same state as Kook, but this is an example of how much it can vary.
