Could you expand on why you feel this way? I can see the reasoning of it, myself. At least on paper.
Like, if it's gotten to the point where the cop feels like they have to open fire on someone, chances are that the someone is an immediate threat to the cop or other people. At that point, it seems logical to fire at the area that offers the best chance of hitting the person, rather than trying for a harder to hit area.
Just to pre-empt any retorts involving trigger-happy American cops, I'd just like to note that I agree that that's a problem. I'm talking more about situations where the cop is justified in firing their gun.

If a burglar breaks in he will have plenty of time I'm sure to unlock the guns, then unlock the separately stored and locked ammunition, then load the guns and shoot the burglar.
