Every news outlet from A to Z has reported on it as if it's likely to happen even though it's barely been through any major Congressional debate.

This is why media literacy is important, and saying "everything is fake news" makes you incredibly susceptible to bullishit.
Looking at the top three:
KIRO TV is a local Seattle news site that says:
Is more stimulus money coming? No mortgage payment, $2,000 a month, tax rebate proposed.
It asks a question to get your attention and then outlines one proposal.
Washington Post needs no introduction and its headline is much more straightforward:
Congress and Trump have produced four emergency pandemic bills. Don’t expect a fifth anytime soon.
The third is a Marketwatch article written by one of the original cosponsors of the bill in the House, Tim Ryan (D-OH). He wrote an opinion piece arguing that Congress should pass this bill, which makes sense because his office helped write it.
Everything else there is either more opinion pieces (i.e. not a traditional news story) or more outlets writing about the existence of the bill. If you got the impression that the media was telling you that this bill was likely to become a law, that is because you were not even paying attention to what the headlines were saying, let alone the text of the article.

Yes. You know that the bill is not likely to pass soon, or ever. You are also surprised by this outcome because you think the media has been saying/hinting that this bill is likely to pass (@1,118,812 (A) & @1,118,818 (A)). You copied many many media headlines and yet none of them are news organizations saying something like "This bill exists and is likely to become law." Many of them are opinion pieces arguing that the bill should be passed because it's a good idea. Others merely comment on the existence of the bill. One flat out said "don't expect any new bills to pass."
You looked at all that and concluded, "The media made me think this bill was going to pass but they were wrong." That plainly not what happened. You just misread the headlines. That is not something the media can do a whole lot about.
