It is cruel. Dogs should be free to roam in a large, fenced-in yard, and taken out long walks on leashes. It is how dogs operate. They need that. Tying them up makes them miserable. That is why it chews the cone: frustration. I know dogs really, really well.

Honestly I don't mind that she occasionally leaves him out there because he's one of the few dogs that my dog likes and wants to play with and I'd rather not interact with her.

I have owned many, many dogs since I was literally a baby. I have undergone many training classes with them in all sorts of methods, and am vastly read on dog psychology. I know dogs. I may not know much about other topics, but I know dogs.
