If I had to explain further, it's because nipple piercing is incongruent with the image he presents which is in no way countercultural. He's not fighting The Man he is The Man (at least in the state of New York). Maybe he's into weird BDSM shit and body modification and piercings on his time off but that's not the public image he presents.
Cuomo attending a press conference wearing visible nipple bars (if indeed that's what it is) clashes with the rest of his image. It's like wearing a business suit with flip flops. There's nothing wrong with wearing flip flops but if you wear them with a business suit while presenting yourself as a professional businessman that's just fuckin weird dude.
