A second stimulus check?
Some members of Congress and President Donald Trump have commented that a one-time payment of $1,200 may not be enough money for many Americans who have lost their job or faced financial hardship. The CARES Act is the third stimulus bill related to Coronavirus passed by Congress, and a fourth stimulus bill could be possible. During the 2008 financial crisis, for example, the IRS sent two rounds of stimulus checks. What will a second stimulus check look like? Well, here’s one possibility: two congressmen want to give monthly cash payments to Americans who have been impacted by the COVID-19 pandemic. Representatives Tim Ryan (D-OH) and Ro Khanna (D-CA) introduced new congressional legislation — the Emergency Money for the People Act — to provide monthly cash payments to eligible Americans until employment returns to pre-COVID-19 levels.
Emergency Money For The People Act
If passed by Congress in its current form, the Emergency Money for the People Act would work like this:
Eligible Americans would receive $2,000 in cash per month guaranteed for at least six months.
These monthly cash payments would continue until the employment to population ratio for people ages 16 and older is greater than 60%.
The monthly cash payments would not count as income.
The monthly cash payments would not adversely impact anyone’s ability to qualify for an income-based federal or state assistance program.
Who Would Be Eligible
As with the $1,200 stimulus check (Economic Impact Payment), not every American would be eligible for a stimulus check under the Emergency Money for the People Act. Here’s who would get a monthly cash payment under this legislative proposal:
Every American adult age 16 and older making less than $130,000 annually would receive $2,000 a month;
Married couples earning less than $260,000 would receive at least $4,000 per month;
Qualifying families with children will receive an additional $500 per child, with funds capped at a maximum of three children.
College students and adults with disabilities who are still claimed as a dependent would be eligible.
The individual would receive the monthly payment and their parent or guardian would receive the dependent credit.
Individuals who are unemployed or who had no earnings would be eligible.

Many of them aren't living with their parents and have had their summer job/internship offers rescinded. Student loans/financial aid doesn't pay out during the summer. Not receiving stimulus funds has really fucked them.

The parents receive that benefit. The students, many of whom do not live at home, who do not receive financial aid/student loans when school is not in session and who are now without their summer jobs/internships, do not receive those tax benefits.

Their parents were exempt for paying that much tax on their income because of the kids.
So that 4000 that family has every May that their neighbor who does not have kids has.

Where are you seeing a $4000 tax deduction or credit? Are you talking about the Qualified Child tax credit? That tops out at $2000 per child and only applies in certain situations. The government doesn't just give tax perks to every family with a child in college.
Even assuming that someone else's tax credit was the same as your personal income (which it isn't) and even assuming that a student qualified (many don't) I'm still a little clueless about how you think a student that was counting on money they would normally earn from a part time job to cover food and rent shouldn't be covered like any other member of the workforce. A lot of college students are in a confusing limbo right now having paid tuition for a school that unexpectedly closed down and being dependent on a job that may or may not be 'essential' right now.

Ok...bottom line on this thing is follows-
Everybody started boohooing that college kids cant get stimulous checks.
Families will receive $500 for each child they claim as a dependent up to age 16(if they were one day away from 17 when tax filing day of 2019).
So if a person is claimed as a dependent from is between 17 and 18 OR (up to 23
because parents can claim children in college up to 23) Those people will not get the $500 dollar stimulus.
It's important to note that ONLY people who can be claimed as a dependent MUST reside at their parents home for over half the year AND be financially supported by the one claiming them as a dependent.
So...the ones who arent getting the $500 are kids from 17 to 18 and those also who are up to 23 and leaving with and being supported by their parents who claim them as dependents.
So...Guess what?
