How? It's taxpayer money doled back out to taxpayers. It's money not being spent on a wall. If anything, it's his duty to spend it on anything except a wall.

Actually, they do. California Governor Newsom drew up a plan and allocated funding a month ago to help stop the spread of COVID-19 among the state's population. Cuomo has similarly addressed the issue in New York. Plenty of democratic state governors are addressing that very issue. Also, individual cities have allocated emergency funding to homeless shelters to increase space and limit the spread of the virus.
