$2k per month for 16 weeks is the Canadian stimulus. It's just that the first 4 week period was march 15-apr 11 and applications were opened on apr 6 so the first two payouts came very close together.

Pay off debt, save up to have rent a few months in advance and fix a cavity or two. This seems like a bad time to try to learn about stocks!

You’re being a little disingenuous about the Canadian stimulus. That money you’re getting had to be applied for and is for those who lost their jobs due to coronavirus or are unable to work because of it.
The American plan has a one time payment of $1,200 to every American regardless of employment status in addition to extended unemployment insurance. The US unemployment plan (which is essentially analogous what you’re getting in Canada) extends unemployment to 39 weeks and provides an additional $600 per unemployment check. In the USA the average unemployment check per worker is around $500 so with the $600 bonus included an unemployed worker will get around $1,100 a week for 39 weeks or the duration they are unemployed. This package is much more generous than the Canadian stimulus package.
Total cost of Canadian stimulus: $36 billion USD (52 billion CAD)
Total cost of USA stimulus: $2.2 trillion USD (3.1 trillion CAD)
So this notion that the US stimulus is somehow inadequate compared to the Canadian one in terms of cash given to workers is just bogus. There’s a fourth stimulus bill coming that is supposedly going to fund additional direct payments (ie payments with no strings attached) as well so Americans will more than likely earn even more money than I previously stated.

They aren't the same, you are correct. It is worth saying that the "application" is literally clicking three checkboxes on a website. They also aren't doing any actual assessment for eligibility at this time. Presumably those who receive it without being eligible will have to repay it after filing taxes next year. So really anyone can receive it and never repay it if they just never do their taxes next year.
The GST refund, which is automatically given to everyone who has filed their taxes last year and earned under some amount, has also been increased from $75 to $400 this quarter. I believe employment insurance has also been boosted.
