Actually nerd the part in the bill about direct payments was poo poo’d by Pelosi and Schumer in the beginning. It was originally a proposal by Tom Cotton that was added in to the bill’s wishlist by Treasury Secretary Steve Mnuchin who is a Trump appointee and part of the executive branch. Pelosi was originally advocating for refundable tax credits whatever that means.
But yes it was drafted by leaders of the House, Senate AND the White House and then signed into law by the President.
