That is not within the scope of executive orders. Executive orders tell the federal government how to enforce federal laws. The President can bully, bribe, cajole, etc. state governments to go along with what he wants, but cannot unilaterally direct them. This is one of the basic elements of federalism. This is 101 level stuff!
