Yes! That's one of the things I look for whenever I read an article about cops. It's there like clockwork. Active voice for the person injured/killed by the cops, passive voice for the cops, as if like the cops merely happened to exist when some incorporeal third party was violent rather than them being the ones actively doing the violence. Ugh.

The phrasing makes it seem like the victim was shooting and the police responded to that. The cops were the only ones shooting. There's a graffito a block away from my house that basically says "quarantine the cops and everything will be ok".
