Something like a device that you place your hands into, and a mist of alcohol coats your hands. An electric spark immediately follows, and the surface of your hands is immolated. The volume of alcohol is small, so your hands should be mostly fine.

That already exists, in a way. You can buy cheap ozone generators from China. It turns the air into antifungal, antibacterial, and antiviral gas. You can also then make sanitizing water from it.
I'm not kidding. It's used extensively in industry, I have worked with it for years and I have one at home.
