Government disperses funds from taxpayers back to the states to help the states. If a states does not follow directives by the Government, the Government strong arms them into compliance by withholding the federal aid(money)

Sounds like the federal government mandating that states provide medical services, not that individuals do certain things like you originally said. No infringement on personal freedom.

You're just describing the world we already live in. This already happens with medicare, transportation, education, farm subsides, and a million other things right now.

What imaginary scenario are you afraid of where expanding existing medicare coverage would make any difference? How does that even affect individual rights?
