...no. Having performed almost no tests, we found several cases. Just due to the contagious nature of the disease, by the time we could confirm there were 15 cases there were hundreds or thousands of undiagnosed cases in the US. He didn't understand that despite being briefed by many doctors because he is quite possibly the stupidest person to ever hold federal elected office.

That's true but even a minimally competent businessman would be able to understand the basics of how people get sick and the potential consequences of that. He just decided that if he canceled flights to China and did some kind of half-assed travel ban the virus would dissipate. The ol' "shut the barn door after the horse got out" strategy.
