Don't worry Bert. It sounds like they are mostly using public traffic data to estimate people's mobility and changes in travel habits. The article also mentions they are using data from a company called Unacast that has recently compiled location data from mobile devices to create a Social Distancing Scorecard site. Unacast is doing this very publicly and goes into detail about their methodology on their site. I know it's fucking creepy to be tracked, but it doesn't sound like they are doing anything different than Apple or Google Maps does in collecting location data to estimate event turnout, wait times, or traffic congestion in populated areas.
There are downright scary uses for mass surveillance or individual stalkerware installed on mobile devices. Certainly be worried about privacy and be conscious of how much data you let out into the world, but this appears to be a pretty tame use of estimating the behavior of crowds of people in the interest of public safety. Also, Unacast is a private company founded by some dudes who started a streaming service and wanted to track concert attendance. I'm almost positive that their big goal is make money by selling data sets to people who want to run targeted advertising. It's not the government. I'm sure the government could do far more in terms of invading your privacy.
There are plenty of reasons I could think of to criticize your governor or take political shots, but I'm guessing he's probably just trying to do the best thing he can right now.

Sorry the governor "passed legislative initiatives"? Is the governor also the legislative branch in Tennessee? He maybe signed those Bills into laws but definitionally he can only sign or veto already passed legislative initiatives. Someone needs to clean up the wording on that page.
