Cash Cab isn't actually 'randomly come upon the cab'. You have to apply for a 'new game show being made', and you go to a studio and do a test to see if you'd be good for the show. They tell you that they need to get some footage from another studio, and they get you a cab. The person doesn't know they're going to be on Cash Cab, so they retain the surprise.
