You know, it's strange, I had the exact same thing happen to me this month, and I've never even gotten the 65% message before, let alone gone over my data plan entirely. Are there any recent changes on MC that might cause this to happen, or is this all AT&T's fault? Or maybe it's just a coincidence and hamfist and I both went over our plans.
I also noticed that when I'm on 3G, MC either loads very slowly or I get an error saying "requested URL could not be retrieved" or something like that. Anyone else getting this error?

You might be at an overloaded and/or poorly connected tower at that moment. In my dense neighborhood, you flip between the towers at very specific cross streets on the grid. There are certain spots that are not unique, terrain wise, but seem to correspond with a specific tower that lacks data throughput.
