to be fair the national security council is statutorily supposed to focus on national security ie combating terrorism, countering russia and china, cyber crimes
The Obama admin tried to make it less militaristic by adding a bunch of sub groups that focused on non-security issues like climate change, pandemics, immigration
The cdc, phs, and nih are better suited to handle stuff like this. There’s a bad practice of having way too many redundant missions within public agencies
I’m not gonna blame the loss of some stupid useless NSC sub council for the trump admins failure. It’s more so caused by a lack of professionals within the admin at all levels

Head of CDC right in front of Trump said USA is NOT set up to deal with Pandemics. Has NO infrastructure.
For a Hurricane or Earthquake or Tornado - FEMA has trailers and cots and food and PEOPLE Trained to go to the location in need and help - Of course back at Katrina such was almost worthless but now is much better.
For Pandemic - Lack of a mass of medical devices even thermometers and reserves of Nurses Doctors Paramedics and in case of SARS MERS and now Covid19 the need for Ventilators in huge numbers and NO Plan even NOW to get more made.
