No. What does the text say exactly? Food stamp funding is determined in the farm bill every year and not up to Trump. He can always fuck with its rollout and funding allocation etc. but ultimately it's a block grant given to states and up to the states to determine how to implement it.

I did a Google search and apparently the Trump administration wants to replace the EBT card with a "food package" which limits a person's choices of food and doesn't include fresh fruits or vegetables. Basically it seems like they want SNAP to be like WIC.
