One can only assume it's like how the Brits and Aussies drive on the wrong side of the road.
Or Eu time stamps where months and days are in wrong order.

If I had to take an honest guess I would say that "Close and accept" is much more likely to be readily clicked to by someone who just wants the notice to go away. If the first word you see on an unwanted notice is "Close" then it doesn't cause you stop and question your actions as much. I'm guessing the people running the websites want their traffic consuming content, buying stuff, or seeing ads rather than being presented with the option to read through the site's data protection legalspeak and cookie policy.

It's literally this. I've designed a few of these notices. The more important part IMO is making the 'no cookies' option spookier: bright red, a cross, say "Reject" or "Refuse" or similar, and so on.

I'm fond of "Continue" for accepting, but it's apparently not explicit enough.

People just want to click these notices away and get on with their lives.
