They weren't supposed to be partisan in farmers' minds because they didn't realize that parties were going to exist and be quite powerful, and that partisanship would make Congresspeople more loyal to their party than their branch. Ambition cant quite counteract ambition if the branch responsible for checking the Preaident coordinates their trial strategy with him. Impeachment is a pretty lousy tool and needs to be amended imo.
