Killing actual government people is considered an act of war, I imagine. Also, leaders tend to be nervous of making the killing of other leaders normal, preferring to blow up ordinary people during supposed peace time. If a leader believes he is himself a target, he'll have the feeling of having nothing to lose, which is typically bad news for the public in general.
