When dealing with tinctures, the THC concentration can vary. It's possible your tollerance is just too high for the concentration in the tincture. When vaping plant matter, you get 98% of the THC from the bud.
You may also be vaping it too hot or too cold.

There are really awful cartridges and really good ones. I've had some that were totally meh and took a lot of effort to get high, so I know what you mean.

nah i hear from a lot of people that they don't get more than a short high or buzz from vaping instead of flower or actual tinctures concentrates or rso's etc
it's probably my tolerance personally but it is a common issue. the more expensive ones, usually the live resin ones work and taste way better. still not as good as fancy concentrate without the pen is all
