For a small price the doctor should offer a real cure, with medicin.
If the patient is a person on welfare no more than one euro should be paid,
for the service. The rest is paid by the state.
The doctor should make close to zero mistakes,
or he loses his job, and can go work in another sector.
Also every doctor has to sign the oath of Hypocrates.
Which ensures to use all knowledge for the benefit of human life.
If the oath of Hypocrates is compromised,
he is unfit to practice. And legal actions can be taken
against the doctor.

You want a doctor to be a God. And even God if you pay attention to the Bible, admits to making Misrakes (Need for Noah's Ark for instance)
