It is used with letters who don't necessarily identify as letters. It's to signify that the letter is open to maybe being a note, a memo, an epistle, a missive, a dispatch, or something else. I don't think we need to impose labels on letters until they are ready to accept them for themselves.

I always thought they were kind of a shitty thing to do. If you have a quarrel with someone, you should resolve it directly. Broadcasting it out for everyone to see is just gay.
