It's about water saving toilets. The point is that, because they are inefficient at flushing, people have to flush them multiple times to get the same power as one flush on a non-water saving toilet, leading to more water used overall.

In Houston for example we have no problem with water. It's a very wet city built on bayous. Our reservoirs stay full (often overflow actually) because we get a lot of rain. Flooding is way more of a problem than drought here. Water conservation isn't the problem here that it is in, say, Phoenix. What Trump is saying is that perhaps some areas need water conservation more than others and if you live in a wet rainy city watering your lawn and using non water conserving toilets isn't really a big deal.

Yeah, I get the sense that someone told him EPA standards are evil and he's trying to spin it like efforts to save water end up wasting more water in the long run. Except it's Trump so he just rambles about people flushing the toilet too much and makes shit up about not having water come from the faucet. From the transcript he is pretty clearly trying to repeat talking points about how government regulation leads to more waste and he is just fucking it up.
The water thing might be true in some places or for some people, but there don't seem to be figures that support that it is generally true on the whole. Low flow shower heads, faucets, urinals, etc. save plenty of water and save businesses money on their water bills to the point where there is market demand for such things. He also tries to extend the narrative to automobiles and light bulbs. I'm honestly not sure how you spin the light bulb story (spoiler: neither is he) when there is actually demand low power LED lighting systems that save money on electricity. The automobile bit has to do with his ongoing spat with California regarding emissions standards where California is actually doing better than the national standards dictate and they want to force the state to do worse.
I feel like a more skilled orator would have woven a story about how the government is oppressing you with standards and forcing you to pay more for a solution that is actually making the problems worse. That's not true, but that's how more articulate people sell the idea of rolling back EPA standards. Instead we get treated to his stories about how people are flushing a lot, don't have any water to wash their hands, and how these new light bulbs make him look too orange.

It's kinda funny that anyone is shocked or upset by this because being against EPA conservation requirements is, like, the most mundane ordinary conventional GOP thing ever. No doubt a Romney or Jeb! would have the point more eloquently, but they would have said basically the same thing just with fancier words.

This is true. The point is not that saving water is bad, or people should waste water for fun, or that these things shouldn't be for sale, but that people shouldn't be forced into buying them but it should be a choice they make after considering the costs and benefits of all the options. If water saving showerheads make sense, you won't need regulation because people will buy them. If people won't buy them without being forced, then obviously these things aren't ready or the idea isn't workable and it would be wrong to force people into worse products.
Locality makes a difference too. Water, in terms of rainfall, aquifers, lakes, rivers, etc, isn't evenly distributed across the US. Some areas, like mine, have actually too much water. Some arid places have a dire water shortage. So maybe people in Houston should be able to use more water than is absolutely necessary for their showers if they feel a high flow showerhead delivers a better shower. I mean it's not like we're running out of water any time soon.

On cold mornings I like to just stand there in the shower under hot water for like half an hour or so. It feels good.
Also when getting ready to clean the bathroom you can just let the shower run hot water for awhile while you watch TV or something and the steam will make cleaning easier.

The other thing is that, once again, people insist on taking Trump literally when he is clearly exaggerating for effect. It's like suddenly after 2015 Democrats have become autistic. No one is really shocked or upset. The EPA standards about toilets are from 1994 - older than some of our posters. I doubt most people really care. I know it's all the rage to pretend like people are screaming and tearing their hair out about everything Trump says, but that's kind of a bullshit perspective. It's just kind of sad. I think a lot of people have already stopped taking anything he says seriously.
