My (22F) boyfriend is wanting to tweeze my butt hair. How can I make him understand I don’t like it?

My boyfriend and I have been together for about 7 months and everything has been excellent so far.
We both like to remove hair with tweezers (eyebrow, beard, chest...). My boyfriend likes it more since he has high pain tolerance, but I don’t, so I only let him tweeze my eyebrows, mustache, and sometimes my armpit hair.
Once he removed some butt hair without telling me and it really hurt so I told him not to do it again... he insisted on doing it but I refused. Then, we were laying naked on the bed and he removed some with his teeth, I got furious and told him not to do that ever again because it hurts.
Now, every time we bet something, he asks if he can tweeze my butt hair if he wins... he even asked if he can remove some as a birthday present.
I don’t know how to tell him definitely that I just do not like it because it hurts, since I already told him, and I tried tweezing his butt hair to show him it hurts but it didn’t hurt him. Please help.
