nope, quebec has incredibly low insurance rates. would be much higher anywhere else. i think it's because of the mandatory driving courses. 30 (iirc) hours of theoretical lessons + 15 hours of practical driving lessons spread over a year (so that you have to drive in all weather conditions).
that said i did get the most basic insurance ($1million civil liability...no deductible) because the car's a beater. but even the "fancy" insurance was only like $60/mo.
i have a friend who was paying more for insurance a MONTH than i pay for a whole year. that was in ontario.
also it's a 2004 dodge caravan with 270'000km on it. it's just not worth very much haha

and to buy lots of groceries at one time
or transport a piece of furniture
or go across the city without spending hours on public transport
or go to work in an inconvenient location without relying on coworkers giving me a ride
with a probationary license i can't drive with a BAC above 0.00 and i only have 4 demerit points before my license gets suspended. but in 2 years it turns into a full license :)
