The highest federal marginal tax rate is 37% for 2019. The first $9'700 earned is taxed at 10%. After that is another bracket, meaning the dollars between $9'701 and $39'475 is taxed at 12%. Several brackets later, income above $510'301 is taxed at 37%. If you earn $510'302 a year, only that last dollar is taxed at 37%. Nobody is paying 90% in federal income taxes.

One thing I notice about Bert is that, yes, he is in dire straits economically. To the point where he is regularly homeless and/or hungry.
Now, that being said, he hasn't actually asked for any government welfare. He has solicited private donations from people here, but he has never said he feels he is entitled to free government housing or food stamps or whatever. So he does seem to be pretty ideologically consistent and I think people should give him credit for that. (Again, private charity/donations is entirely consistent with laissez-faire)

If you wanted to get really pedantic, you would include the standard deduction ($12,000 for single tax payers in tax year 2018). So for example if you worked full-time at minimum wage your income would be $14,500 (2000*7.25). Your taxable income would be $2,500, which you would owe 10% ($250) taxes on. This is what bugs me when people say tax cuts don't help the poor. The poor do pay taxes.
Let's take our hypothetical minimum-wage earner again. The Trump tax cut nearly doubled the size of the personal deduction from $6,350 to $12,000. Let's look at the taxes for our minimum wage earner pre- and post-Trump tax cuts.
Before: 14,500 income - 6,350 deduction - 4,050 personal exemption* = 4,100 taxable income in the 10% bracket for $410 in taxes.
After: 14,500 income - 12,000 deduction = 2,500 taxable income in the 10% bracket for $250 in taxes.
So we're not even talking billionaires here, the Trump tax cut means a minimum wage earner gets to keep $160 more of their money. In real terms, this is a 40% tax cut for people making the lowest wage.
*The personal exemption was like the individual deduction and reduced taxable income in the same way. It was phased out as part of the Trump tax cut, in exchange for making the standard deduction larger.
Now you might say "this is bullshit! $160 is nothing!!" to which I would agree. For a minimum wage earner the actual federal income tax rate is 1.72%, and there isn't much room to cut at that point. If you cut it to zero, it would only boost their take home pay 1.72%. There's too much focus on income tax rates. What would really help the poor is cutting the medicare and social security taxes for lower wage earners, which are 1.45% and 6.2% respectively, regardless of how low your income is. If your income is $1.00, you will still pay 7.45% of that in taxes for Medicare and Social Security.
