You need to work in two layers. Layer one contains the background, layer two contains the figure you wish to use as the force ghost. Make certain that the space around the figure is empty.

Click on layer two in the layers menu, then drop the opacity to about 60%. The figure will become translucent. Next, click ctrl+shift+U to make the figure monotone.

The next step is to give the figure a blueish hue. For this, go to Image:Adjust:Color Balance then set the blue to 100. Repeat to deepen the blue to desired effect.

If the figure looks too dark, go to Image:Adjust:Brightness/Contrast. Raise the brightness level until it looks right.

To surround the figure with a soft glow, go to Layer:Layer style:Outer glow and select a blue tone (alternately, select the empty space around the figure and use the airbrush to add the glow manually. This requires more work but gives a much superior effect).
