I'm saying it's really silly to point out responsibility and try to use that as rationale to freely allow unlimited access, when it actually achieves the opposite point: people in the aggregate aren't demonstrating that it is safe for them to have free unlimited access.

Landmines can sit in the ground for years and still kill people. Would it be OK to stockpile landmines and seed the ground surrounding your home with them? If someone died as a result, you could argue in court that they killed themselves by stepping on it, because landmines usually don't go off without a person "touching" it.
