If I were to make flyers and accuse someone of a crime, could I be sued? What if I were to suggest that they committed the crime instead? What if I didn't use their name, but only a photo as an identifier?

Why make flyers? Take out some ads on Facebook or Google Ads. It's not terribly expensive and they can help you target them pretty specifically to a geographic location.

Also what kind of personality does this person have? Are they the type to immediately seek legal help for all of their problems? I think for most people it would not be worth the headache, unless the posters were damaging in some major way, like if they were a local business owner and their livelihood depended on maintaining a good reputation within the community or something like that.

You can be sued. If it's true (or, the plaintiff can't prove it's false), the plaintiff will lose. Note that accusations of crime are treated more seriously and damages are assumed if defamation is proven, in most jurisdiction ("defamation per se").

That's kind of what tabloids do in some cases. I think Gawker made a whole business model around it - start a whisper campaign about the story you want to tell and then report on how everyone is talking about all the gossip you just started.

People can sue over anything. Defamation includes any type of communication to third parties, there's no defense that you're just repeating what you've heard or implying something.

in areas where laws prohibit something, law enforcement has the option to arrest. that is the supposed purpose of criminal law. laws don't make everyone behave. that's why there are provisions for arrest and imprisonment.

There's no "one weird trick" here. Generally speaking, the more opinion-like the statement, the better. Saying it to the police, and then publicizing the police report, may be more defensible in some jurisdictions (not sure about yours) because statements to the police are privileged to some extent in many places (again, not sure about yours). The more well-known the person, the harder it is for them to win (you're allowed to say more about public figures). None of this is going to help you much because you're pretty much asking to do exactly what defamation laws exist to disincentivize.

On the plus side, if you don't have many assets, he'll probably be less likely to sue. You may even be able to bankrupt it out if he wins!

why are you being specific about guns? I speak of laws in general. The word "crime" is reserved in the legal sense to mean violations of the set laws. No laws, then no crimes in the legal sense. We specifically define the crimes in the wording of the laws.
