Not really. irc.minichan.org is a round-robin DNS, meaning it can resolve to multiple IP addresses. One of which is irc.atbbs, one of it is irc.minichan and one is irc.tinybbs. It is mostly random (Though also determined by your geographical location) which of these servers you are assigned.
