The way it works is: the per-capita pay of female employees must equal that of male employees in the firm and the number of male and female employees must be equal. So if the average male employee at Acme Corp makes $100,000 a year, the average female at Acme Corp must also make $100,000 a year. The thing is, the company gets to implement this any way it wants, as long as the average works out to be equal. Like you could have all male engineers and it's okay as long as you hire enough highly paid female secretaries to balance the wages out. You could have a thousand female employees at minimum wage and pay one female executive $100,000,000 a year, as long as it balances. Again, the company gets to do whatever as long as the number and total pay of female employees is equal to that of male employees.

I was mentally setting it in the late Bush administration years before the housing crisis hit, so pretty close. I was picturing this attempt at a thin, statistical veneer of income equality being tried and turning out to be even more unequal in the long run. This failure would be followed by a lengthy article in Reason magazine about how income equality just can't work. "See guys? We tried it in the silliest way possible and it failed. It's even more unequal! It's a totally unnatural concept. It'll never work."

If the job requires physical effort or even if it doesn't and the woman can perform a to the same standards as a man, then fine, pay her equally.
To have to pay a woman who cannot meet the job's standards just because she's a woman is wrong.
I have no problem with a woman who can outperform a man in the same job being paid more.
