This will take some work. You need to rig up a dispenser that will cover your car in a liquid while on the chase. Liquid must cover 90% of the body,

I'd think it depends on the area. Here in SD, the fastest I've seen are the CHP Chargers. Actually, with more thought, maybe you should have a car that can outrun a helicopter.

I've found in GTA V it's best to get something that's good offroad and then take the chase out into the wilderness. The police can't drive well off road.
You can also lose even a 5 star wanted level in the tunnels under Los Santos.

I just put the best off road tires on all my cars, then just drive up a mountain. As long as they don't have the pork choppers after you, they are unable to follow.
