You have to understand - Bert can get free health care as well - Only if he goes to Emergency Room and declares his hurt finger nail is causing him to shoot up more Heroin as result to kill the pain - Then it's 100% Free - Sure they will bill him but he just throws those bills away - They could garnish his wages but he is to dumb/uneducated and a criminal_and_companies_do_not_like - to - hire _criminals, to get a job so no wages to garnish -
He is also NOT eligible for a credit card because his credit rating is -0
