Let's say the logo is a basic rectangle in shape. The background is blue. Upon this blue there will be some graphics that look like splashes of water/droplets. What color should the droplets be? Should they grab attention, or be more of a background thing? Which color will make people most hungry?

White or a light grey or a light grey with just a slight touch of blue would look best I think. They should be more of a background detail unless the restaurant is somehow droplet-based.

with white on a blue rectangle, you'd wind up looking too much like a social media site i think? but whatever. i'd go with a like, cyan color and white highlights kinda like this?

Well, the potato is a new world food crop that was stolen by Europeans. It's nice some descendants of the native population are reclaiming both potatoes and East LA from the thieving white devils.
