Maybe because US intelligence told him Russia is testing Nuke Powered Rockets and today Putin came out and said of course they are.
And simple enough (when they don't blow up as recently occurred) and will next be used to power the words most advanced fighter jet ever imagined.

Basically, its an unshielded nuclear reactor in critical condition, which generates an incredible amount of heat (and fallout). Once pushed up to speed using a rocket booster, the air passing through the ramjet (and past the unshielded reactor) becomes superheated from both compression and the reactor, which produces thrust. Lots of it.

Obviously they are camouflaged stealth jets. They are there alright, you just can't see them.
