Interesting how nothing much came of this. It looks like the 90k+ e-mail addresses and passwords were just passwords to accounts on the Booz Allen Hamilton systems made for training, classes, and such, not email passwords per se. The rest just looked like less-than-interesting survey responses to defense seminars and crap you'd expect to see in a SQL dump.
