In fact 46 Miles directly south of me Tijuana Mexico has broken down sewer system that OFTEN overflows directly in2 the Ocean directly without Treatment.
Fortunately the Ocean currents Flow in Southern direction so all of that Mess goes back to Mexico - However some of it does hit US land at the border crossing which is the place NOR Am I joking - Matt invited me to come surf with him THERE - Not that he can surf but that Sewage excites him.

AND of course YOU are totally correct about Storm Runoff - Fortunately Scripps Ocean Institute has people here the day before any rain and the day of rain and days after and they sample and test on site with a van and are happy to discuss what they find with us. No way no how do I hit my Ocean a Blue without assurance that water is CLEAN - So yes on occasion and usually when it's the very first rain of season - Water is judged unfit tested or NOT - Sometimes you can even see the oil on surface of water after the first storm - Road Grease Ugh just Ugh
