Hopefully, the shoemaker knows enough to elect someone to government who does know about the affairs of state.

Sometimes shoemakers elect loudmouthed dipshits though. Sometimes people who don't know anything about affairs of state (but think they do because they are too stupid to realize they don't) loudly proclaim themselves experts and shoemakers listen and believe.

The fooling of shoemakers has been one of the great failings of democracy.

There have only ever been two kinds of governments: democracies where shoemakers vote directly on policy, and monarchies, thanks. Monarchies are clearly superior because I have a quote that a monarch once allegedly said agreeing with that. Thanks.

You are changing definitions. Pharaohs did, indeed, rule alone. They ad 100%, exclusive authority, as did the king and Emperors of pre-Republican Rome, Israel, Assyria, China, and many other examples I could offer.
