The bankruptcy attorneys will not perform the work for free. Maybe a super compassionate one would. If there is such a thing.
Perhaps they could be compensated with mcgriddles and weed.

People of course do go to prison for tax fraud.
If I remember Bilbo lives in UK and they have old fashioned laws.
