/b/ was always bad, but back then, it was bad the same reason why /v/ is "bad", and that reason is because people are completely unrestrained from speaking their mind and are not tied down by overactive moderators. Nowadays, /b/ is bad because it fucking sucks, not because it's off-topic. It sucks because the population of sarcastic trolls have been replaced by genuine imbeciles, but those trolls now reside in /v/ and /sp/.
