If someone claims that a poster is NOT matt, and that poster is indeed not matt, then the not-matt is banned for 10 minutes.

However, if someone accuses the real matt of being a not matt, then the accuser is banned for 10 years.

How about this: If a poster is NOT Matt and doesn't claim that another poster isn't not Matt, then that poster who isn't Matt gets not-banned for 10 minutes.
