Some countries have the death penalty for some drugs. Taiwan is one.

The Death Penalty has been proven ineffectual. I imagine the same would be true for drugs. If the attitude of people towards drugs was the same, there would likely be no change in use. People would never get death. Maybe some black guy in a southern state would and it would trigger a huge backlash. He would eventually be pardoned.

There is no law in the world against using illegal drugs, They are all about possession of said drugs.
In some countries you will be put to death for having 1g of marijuana on your person.
