I think a compromise should be worked out: you buy the raw ingredients (food stamps pays for this part) and then you bring them to the restaurant to be cooked for you (you pay for this part).

The menu will state what's required. So like you want a hamburger it will say:
1 bun
1/4 lb ground beef
leaf of iceberg lettuce
tomato slice
3 pickle slices
1 tsp ketchup
etc.
It need not even be just a poor people thing - if you wanted a Big Mac with better ingredients, you could bring your own grass fed beef, whole wheat bun, organic lettuce, etc, and have McDonalds make it into a Big Mac for you.

There would be nothing to stop the restaurant from selling one pickle slice a la carte ? of course they wouldn't be able to accept food stamps so you'd have to pay out of pocket for it but I imagine most restaurants would comp you a pickle slice.
This would be stated on the menu. There would be two prices: one for the complete menu item (with the restaurant supplying both ingredients and labor) and one for you supplying your own ingredients (labor only).
What could also happen is this: McDonalds, Taco Bell, etc start selling ingredient packs in stores. This isn't prepared food, so it can be bought with food stamps. You buy the Big Mac meal pack (frozen hamburger patties, lettuce, bun, packet of slivered onions, packet of Big Mac sauce, slice of American cheese, frozen french fries) with food stamps and just go to McDonalds, hand over the pack and pay $2-4 for them to assemble it.
It could even be like pachinko parlors in Japan. Gambling is illegal in Japan so the pachinko parlors give you worthless token prizes. But, by sheer coincidence, there is a nominally independent business right next door that just happens to pay cash money for worthless token prizes. Set it up like that. There's a store that sells uncooked restaurant meals, and right next to it is a restaurant that only cooks unprepared restaurant meals.

One KEY reason for some kind of program that gives Help but with stamps or some other means IS - With Cash lots of people wood buy Liquor and Cigarettes.
