That photo you posted is a tent city just like the one bert lived in- Notice to clean up or crew will be in to clean it up. Rare they find illegals living in such locations because they are hard working illegals and have a job. Homeless have lots of men with PTSD from prior service and of course people that cannot keep a job like bert. Junkies etc.
