I wonder what expectation of privacy a person is afforded in that type of store. If it was in a public place and within reason (i.e. public restrooms) I don't think this would have been illegal. I don't know how illegal what the man did is either. People are filmed and photographed all the time without knowledge or consent in stores. This could be interesting.

You can film people in your own property though. Everything else is illegal afaik
