It means we go to the moon before manned missions to Mars, as a way to test out and develop the technology. The moon is a part of our putting men on Mars. An intermediate step. Trump's saying yes, the moon is important as an intermediate step but NASA should keep its eye on the prize (which is Mars). Trump thinks NASA is too focused on the moon at the expense of Mars.
As an aside, I personally think manned space missions are completely retarded and we shouldn't send men to Mars or the moon but a lot of people think it's a neat idea.

By international treaty, no nation can claim the moon. NASA planted the flag because that's when explorers traditionally do, and because any civilized future visitors will naturally respect the landing sites as historic American and human heritage sites, but they do not, and cannot belong to us.
True Trump has no respect for treaty's or for women and people in general. He does respect the game of golf and money in his bank account.
