It is about a freak show, where the dude running it uses chemicals to turn people into freaks. It's a pretty good comedy, from the early 90's, and is chalk full of 90's movie troups. Keanu Reaves is even in it, along with Bobcat Golthwaite, and a few other 90's celebrities. Worth a watch I'd say. It's a rare movie, and the DVD is like 50 bucks on it's own. Luckily, it exists in it's entirety on youtube.

He is a parody yes. Maybe you are just not familiar with Indian magical reality genre of films. In this genre, people stand for ideas or traits. In this movie, he represents greed as a quality of man. He is not to be taken as a character so much as a trait or idea. He is exaggerated because of this: he is supposed to represent true greed in mankind. How far did you get in the film? Maybe you should watch it all to get it.
